is not a law, and doesn't change anything. it is just a resolution, a promise to do something in the future. and the way they have written it, apparently ezra, if the senate passes one, then okay, the senate can get paid. if the house passes one then house members can get paid. but the 27th amendment very simply says no law varying the compensation of the services of senators and representatives shall take effect until the elected representatives shall have intervened. this varies their compensation. and i just want to play this video, we have to do this. of what john boehner said about their respect for the constitution. the new respect for the constitution that they were bringing to the house of representatives when they took over in 2011. let's listen to this. >> i mean, gone on the days when the constitution will be ignored. in this congress, there will be clear constitutional authority required, when members file bills. >> remember that, ezra, they were supposed to file their bill and constitutional memo, saying why the thing was constitutional. >> i do remember that, i went

the way of the bill, the coming law. >> jay carney made this offer on behalf of the president if congress continues to find it impossible to do its job. >> he believes we ought to do this for longer periods of time. he believes that if it is difficult for congress, they can turn it over to him. he will take the heat for making sure that we pay our bills because it is the responsible and right thing to do. so if that were what transpires after this next round, if congress produces something he would welcome that. >> joining me now, republican congressman mo brooks, and jared bernstein. congressman brooks, what the -- what is going on here? >> well, you have democracy at work. you have a very serious threat to our future with these unsustainable deficits. we are in perhaps the fifth consecutive trillion dollar deficit year, total accumulated debt of $16 trillion, no end in sight. so you have a long-term threat we have to focus our eyes on. but we also have a short-term threat, that is raising the debt ceiling or not. >> are you going to vote for the boehner plan? >> no. >> why not?

democrats on a bipartisan plan to overhaul immigration laws that will estimate the current illegals in the united states to have a path to citizenship. >> this bipartisan blueprint is a major breakthrough. a tough but fair path to citizenship for illegal immigrants currently living in the united states. that is contingent upon secure ing our borderings. on day one of our bill the people here without status that are not criminals or security risks will be able to live here legally. >> this will be a tough pathway but it will be fair. it will be one in which those who have come to this country to achieve the american dream will come forth, must register with the government or they will lose their opportunities. >> the senators insist they can do this without threatening american jobs. >> for making sure that the amount of illegal immigrants that are -- amount of legal immigration that is allowed in the united states is based on the state of our economy. we are going to enshrine my here the principle that when there are job openings, americans get the first grab at it. >> senator schum

and the law as it is currently read. and it is two different things, ten years from now. this gives you a very clear idea up until now of what ryan has been cutting. first, people tend to think that ryan's budget is about medicare. but that is not where he gets savings, at least in the first ten years. it is only about half of gdp, or 10% of his cuts. then, he doesn't touch medicare at all. then there is this category of health care, which is mostly health care for poor people, medicaid, obama care, things like that. and now you begin to get into bigger numbers, ryan gets 1.5% of gdp, or more than three times of what he saves in medicare, but cutting mostly health care on poor people, about 10% of total savings. then there is everything else, food, education, infrastructure, everything else the federal government does. ryan doesn't really say exactly which programs he is really cutting here. but it is where he is cutting. he gets four and a half times this budget as he does from medicare. it is about half the total cuts and it is a huge cut. we don't know the programs that will get

about how concerned we are about these guys lead to legislation which led to law to something that needed a solution. this is the way that it needs to go. it sometimes seems impossible, but it worked, it worked for the chimps the least. now it is time for the last word with lawrence o'donnell. have a great night. john kerry began his confirmation hearing today with absolutely no intension of embarrassing the republicans in the foreign relations committee. so, they had to embarrass themselves. >> the american people deserve to know answers. >> we were missled. >> what difference does it make? >> by the competitive nature of politics. >> i'm happy for you. >> they determined an effective representative. >> my senior senator and my friend, senator john kerry. >> suddenly i'm feeling a lot of sympathy for the folks who sit down here. >> some things don't change. >> if you are trying to get some daylight between me and secretary clinton that is not going to happen here today. >> we do know what happened. were you at the briefing with the tapes? >> that is not going to happen here today.

sisters are treated like anyone else under the law. for if we are truly created equal, then surely the love we commit to one another must be equal, as well. our journey is not complete until no citizen is forced to wait for hours to exercise the right to vote. our journey is not complete until we find a better way to welcome the striving, hopeful immigrants who still see america as a land of opportunity. until bright young students and engineers are inlisted in our work force rather than expelled from our country. our journey is not complete until all of our children from the streets of detroit to the hills of appalachians, to the quiet lanes of newtown, know that they are cared for and cherished, and always safe from harm. that is our generation's task. to make these words, these rights, these values of life and liberty and the pursuit of happiness real for every american. >> before leaving the inaugural platform as president for the very last time, president obama had the presence of mind to stop and take in the moment. you know, he is not the only one there who is getting a last
